Gregory Suchan, became Deputy Assistant Secretary of State for Defense Trade in the Bureau of Political Military Affairs in August 2003. His direct responsibilities include supervision of the Directorate of Defense Trade Controls (PM/DDTC) and its four constituent offices: Defense Trade Controls Policy (PM/DTCP), Defense Trade Controls Licensing (PM/DTCL), Defense Trade Controls Compliance (PM/DTCC), and Defense Trade Controls Management (DTCM).
Suzanne Palmer, President, Export Compliance Solutions LLC, has over 20 years experience with the State Department and the defense industry working on export related issues. As a former licensing officer at the State Department, Ms. Palmer handled a variety of USML categories and then moved over to the defense industry where she interpreted and applied U.S. export control laws to include licensing, training, and ITAR compliance. Ms. Palmer has conducted intensive training sessions both inside and outside the federal government and has intimate knowledge of the International Traffic in Arms Regulations (ITAR). She has developed ITAR Basics, Intermediate and Advanced training which is offered every 8 weeks in a different city in the U.S.
Patricia Dudley has more than 14 years experience with the U.S. Department of State, serving three “Secretary of States”. Ms. Dudley was as a licensing officer where she averaged more than 350 cases a month, specializing in USML categories VIII, XI, XII. Following her departure from the State Department, Ms. Dudley went to Intelsat, the world’s second largest satellite owner/operator. Her duties included effecting policies and procedures for export compliance, due diligence process for international agents and served as Intelsat’s primary liaison to the U.S. Governments
Dave Tarbell is a former Deputy Under Secretary of Defense for Technology Security Policy and Director of the Defense Technology Security Administration in the Office of the U.S. Secretary of Defense. While in that position Mr. Tarbell was responsible for establishing Department of Defense policies on export controls and foreign acquisitions of U.S. defense-related and advanced technology companies, and worked closely with interagency partners in the State, Commerce, and Treasury regulatory agencies. Mr. Tarbell held a number of positions in the Office of the Secretary of Defense and had two assignments on the White House National Security Council staff dealing with defense issues, international trade, foreign investment, and energy security issues. Mr. Tarbell’s broad experience includes Director for International Trade & Compliance for ITT Corporation where he managed and coordinated international trade and export compliance programs and activities including export compliance, Customs/import compliance, anti-bribery compliance, anti-boycott compliance, and compliance with restrictions on trade with embargoed or sanctioned countries and entities.
